Bendix FAQ: What can be Done to Eliminate Steering Vibration Under Braking?

Disc thickness variation (DTV) is the cause of this problem. Uneven rotor surfaces due to rotor run-out causes changing pressures on the brake caliper, resulting in steering vibration.
